0 . Major changes since previous version of the HIP
The HIP is modified (version 2) to include DG ECHO's response to the 7.2 magnitude earthquake which struck Bohol island and nearby provinces in Region VII (Central Visayas) on 15 October 2013. The quake caused significant damage all over Bohol and on the immediate surrounding small islands; most affected provinces are Bohol, Cebu and Siquijor. Numerous buildings and homes were damaged, roads and bridges blocked, damaged or collapsed, power lines cut and water supply interrupted. Over 350 000 people have been displaced with 80 per cent living in makeshift shelters outside their homes and in open public places (evacuation centers). Bohol and Cebu government authorities declared a state of calamity. The Government is leading the relief operation, primarily focusing on restoration of roads and bridges, electricity and water systems, distribution of food and water and providing psycho- social support. Despite the large efforts of the government, emergency needs remain on ground. On 21 October 2013, the Government of the Philippines welcomed international humanitarian assistance offered by the Humanitarian Country Team (HCT).To complement the Government’s response capacity, humanitarian actors including the United Nations have released an UN Flash appeal of USD 46.8 million, while the International Federation of Red Cross and Red Crescent Societies has launched a preliminary Emergency appeal of EUR 4.21 million.
DG ECHO’s own assessment and partners’ assessments indicate that the priority needs are Shelter (emergency and transitional shelter), Water, Sanitation and Hygiene (emergency water supply, repair of small scale water systems, sanitation and hygiene promotion), Health (primary health care, repair and provision of transitional health facilities, epidemiological surveillance, health and nutrition promotion), Camp Coordination and Camp Management, Livelihood support (to most vulnerable people through Cash For Work and Cash grants), Non-Food Items and Humanitarian Coordination.
To address the situation and the needs of families in the most affected areas, the total amount allocated to this HIP is increased by EUR 2 500 000 under the Humanitarian budget line.
